Abstract
Global food security faces macroeconomic instability, food price shocks, and structural household vulnerability. Ukrainian agribusiness, amid full-scale war, operates under disrupted production and logistics chains, reduced resources, rising transaction costs, and increased risks to food accessibility. This article theoretically and empirically examines strategic management of food security in Ukraine during wartime. Secondary data from the FAO and monthly consumer and food price indices for 2019–2024 were analyzed using correlation (Pearson, Spearman, Kendall) and ANOVA methods, with CPI Gap indicators and paired t-tests applied. Results show a significant positive correlation between food prices and global food insecurity, structural asymmetry in inflation with food prices outpacing overall CPI, and a context-dependent wartime effect explaining 12% of inflation variance. The empirical findings are integrated into a hierarchical strategic management framework that links policy instruments, management models, and institutional mechanisms. The proposed strategic approach integrates state instruments, management models, and institutional mechanisms with measurable indicators, offering cross-sectoral applicability for public authorities and agri-food entities during war and post-war recovery.
